I found out how. Click on Users. Then on the 3 dots on the right next to the person, click on ‘Block Calendar’. (It's not intuitive on how its worded, but thats a thing, not an action, IE, ‘The Block Calendar’)
Then you can go to the date the auto decline was on, and remove them.
